Treating the soil is for "Destination Infestation":
Zig-Zagging, widespread tunnels, mounds, churning soil, lawn or beds may be worse than neighbors', moles might return every year, straight tunnels may come from far away as they're drawn to this soil. Any of this mole activity means the ground is your problem as it's pulling moles in from around the neighborhood.
